Description
Pope Urban III writes to Brother Jocelin, bishop of Glasgow, noting that it has come to the pope’s attention that due to the scarcity of churches in most areas of the diocese, souls are sometimes in grave danger. Children frequently die without baptism, and adults without confession and the eucharist. Many people thus urge that the bishop should give [largiaris] permission to build churches and chapels; and they demand that the new structures be consecrated and their cemeteries blessed. The pope, therefore, indulges to Jocelin the right to compel to cooperation through ecclesiastical censure anyone who resists such initiatives. The bishop should bear the necessary expenses and indemnify existing churches. Anything performed prejudicial to existing churches, without episcopal authority, should be corrected according to episcopal judgment.
